One of the main reasons for the rise in rape
cases is that conviction rates are too low. And
that has a lot to do with the weak laws of the
country. The law enforcement isn't also helped
by the khap panchayats, who often rescue the
offender while punishing the victim. In one such
case a Muzzafarnagar panchayat let the rapist
go scot-free after paying fine of just 2 lakh
after raping his student for over 4 years.
